Mr Rawlinson, from Burnley, described the foam as “clumps” like “washing-up-liquid”.
He said: “I had heard about it before I went to look and to be fair it was quite alarming the size of some of the clumps, I was amazed then shocked when it slowly started to move like some science fiction thing.
“Then I was upset with the amount of damage it may have caused.”
The 62-year-old found the foam on his regular walk at about 13:15 BST on Wednesday .
The EA is urging people to report any signs of pollutions as soon as possible.
