Misbehaving politicians could face being booted out of the Senedd with a referendum-style vote.
Unlike Westminster recall by-elections, if the rule change came into force, the politician would be replaced with someone from the same party.
Hannah Blythyn, chairwoman of the committee which drew up the proposals, said: “Politicians must act with decency and integrity and if they fail to do so, they should be accountable to the public for their actions.”
