The massive funnel formed over the Gulf of California, near the town of Puerto Peñasco, Mexico. Waterspouts are similar to tornadoes, but they form over a body of water. At the time of the Puerto Peñasco formation, local media reported mild conditions, with a temperature of 21C (70F).
