Congestion is being reported on the M25 back to junction three for the M20, and on the A21 towards Sevenoaks.
Traffic data firm Inrix said there were three miles of queing traffic on the M20, diverting from the M26, which had also been closed due to the crash.
There are also queues on the A25 and A22.
National Highways said at the time of the incident lanes one to three were closed for roadworks, with the crash happening in the single lane, lane four, which was still open.
