The board was told, external the incident happened when the police helicopter was undertaking operational duties.
The aircraft climbed to distance itself from the unmanned device, but the drone matched the helicopter for about a minute, before descending rapidly towards Strathclyde Loch.
The board considered that safety had been much reduced below the norm, to the extent that safety had not been assured.
A Police Scotland spokesperson said: “Around 21:50 on Wednesday, 13 May, a drone was flown near to the police helicopter in the Motherwell area at Strathclyde Loch.
“Inquiries were carried out, but the drone pilot was unable to be traced. The incident has been reported to the relevant agencies”
They added: “It is the personal responsibility of each drone pilot to be aware of the appropriate legislation and the importance of safe and responsible flying, particularly around congested areas, airports and restricted airspace.
“For further information about drone safely, please check with the Civil Aviation Authority or Drone Safe website.”
