A section of the M60 was closed after a police incident lead to part of the route being shut in both directions, causing long rush-hour delays.
Drivers were warned to expect delays of more than 30 minutes after a stretch of the motorway was closed between Junction 17 at Prestwich and Junction 18 at Simister Island.
Greater Manchester Police were at the scene alongside North West Ambulance Service and fire crews, National Highways said.
In a statement released after 07:45 BST, the force said it had been responding to concerns for a woman’s welfare but she was safe and the road was reopened shortly afterwards.
Three miles (4.8km) of congestion had been reported on the approach to the closure.
